Traffic Restrictions and ID requirements – 11th to 13th November, EU Presidency event

Posted on: 06 November 2026

Dear students and staff,

Next Thursday, November 12th, the European Political Community meeting is taking place in Dublin. This will be the largest Heads of State and Government gathering that Ireland has ever hosted. The following day, Friday, November 13th, Dublin will also host an informal meeting which brings together the leaders of EU Member States, joined by the President of the European Council and the President of the European Commission.

These events require significant security measures resulting in a major impact on access and movement around parts of Dublin City.

We are writing to advise of the following:

Trinity Areas Affected:

South Leinster Street

  • Under An Garda Síochána’s event plan, all College buildings on South Leinster St have been identified within the ‘Sterile Zone’, from 7am on Tuesday 10th November to the evening of Friday 13th November.
  • Whilst our buildings on South Leinster St will open as normal on those dates, a status of accredited access only applies.
  • Users of these buildings are advised to carry both their College ID and accredited ID (driver’s licence / passport) to ensure access.
  • There will be no car parking available in 6-9 South Leinster St on the 11th, 12th and 13th November. Separate communication has already been circulated on this.

Clare St

  • Clare St has been identified as a ‘Security Zone’, from 7am to midnight on Thursday 12th November with parking restrictions in place from 3pm Thursday 12th - 7pm Thursday 12th.
  • No through traffic or public transport will be permitted.
  • 2 Clare St will open as normal. Whilst not explicitly stated on the event plan, users should anticipate access restrictions and are advised to carry both their College ID and accredited ID (driver’s licence / passport) to ensure access.

Dunlop Oriel, Fenian Street, Goldsmith Hall, TBSI, Trinity Central

  • These College buildings have been identified within the ‘Restricted Traffic Zone’, from 7am to midnight on Thursday 12th November.
  • Our buildings in this area will open as normal. However, a status of restricted access applies allowing residents and business within this zone only with no through traffic or public transport permitted.
  • Again, users of these buildings are advised to carry both their College ID and accredited ID (driver’s licence / passport) to ensure access.

Stack B

  • Stack B has been identified as a ‘Traffic Zone’, from 8pm on Wednesday 11th to the evening of Friday 13th.
  • No through traffic or public transport will be permitted.
  • Stack B will open as normal. Whilst not explicitly stated on the event plan, users should anticipate access restrictions and are advised to carry both their College ID and accredited ID (driver’s licence / passport) to ensure access.

Identification

Please be clear that to access the areas/buildings above, you will need to have your College ID (staff or student card) and State photographic evidence (driving licence/passport).

Traffic Information

Vehicular, including public transport, access to Trinity will be significantly impacted, especially on Thursday 12th and the morning of Friday 13th.  You should anticipate significant traffic restrictions across the wider area of Dublin City Centre and in particular, accessing Lincoln Place Gate.

Public Transport

Please check your operator channels nearer the time to find out about diversions.

Access to more detailed An Garda Síochána information is available on their website.

We do not envisage any of the above arrangements will be impacted or amended by the proposed 24-hr public sector strike next Thursday, 12th November. However, if any changes to the above are necessary, a subsequent communication will be circulated.

Thank you for your understanding.

Kind regards

The Estates & Facilities team
