An Garda Síochána has appointed Trinity Executive Education, Trinity College Dublin, to deliver a national senior leadership development programme over the next four years.
The Trinity Executive Education team was appointed following a competitive public tendering process to design and deliver the Garda Executive Leadership Programme. This is a flagship initiative aimed at strengthening strategic leadership capacity across Ireland’s police service.
Michael Flynn, Director of Executive Education at Trinity Business School, said: “Leveraging our experience in designing and delivering public leadership development programmes here in Ireland and abroad, including in policing, Trinity Executive Education are delighted to partner with An Garda Síochána in this important initiative.”
An Garda Síochána Commissioner Justin Kelly added: “We take professional development very seriously in An Garda Síochána and we strive to provide best-in-class training across the organisation.
“This particular programme focuses on senior leaders in An Garda Síochána both within Garda staff, and uniformed members’ ranks.
“An Garda Síochána personnel are highly educated, not least because they have the opportunity to avail of many development opportunities throughout their career with An Garda Síochána. I am very pleased that we can now add this NFQ Level 9 qualification from Trinity Business School to the suite of educational opportunities available to Garda members and staff.”

The programme will support the ongoing transformation of An Garda Síochána, with a focus on ethical leadership, governance, accountability, innovation, and public service excellence. It is designed to equip senior leaders with the skills and insight required to lead effectively in a complex and evolving policing and public service environment.
Delivered over a 12-month period, the programme adopts a holistic approach to leadership development. It recognises leaders as people, and focuses on how they lead themselves, their teams, their organisation, and their role within wider society.
Participants will engage across multiple leadership themes, including adaptive leadership, organisational change, public trust, and strategic decision-making, supported by executive coaching and applied learning.
The programme supports key national reform and modernisation priorities, contributing to the development of the next generation of senior policing leaders in Ireland.
